Once per placement, and it covers the search — fees for work already done stay payable. Staff augmentation runs for a three-month minimum term, then month to month on 30 days' notice.

Both, and they are worth naming separately in your brief. Modern .NET on Azure and a Framework application that cannot be lifted as-is call for different experience, and most DACH engagements involve maintaining the second while building the first.
Whose solution and subscriptions do they work in?
Yours. This is staff augmentation: the developer joins your team and works in your solution, your Azure subscriptions and your build pipelines, under your access rules and your day-to-day direction. We do not take ownership of your codebase or run a separate delivery track.
Can we start with one .NET developer and grow the team?
